The organizing committee takes a map and they throw a little stone. They randomly throw it at some point on the map. They verify the stone landed in a place that's really hard to get to. If it didn't (say it landed on Boston, Chicago, Atlanta etc.) they try again. Once it falls down on a location that is REALLY difficult to get to they declare "we have a winner".
