I think we should start rating referees after we get their reports. I just got 2 rejections. One was very professional, and rightfully bought up the weaknesses of the paper. The other referee didn't even understand the paper and was just bloody awful. If we would rate referees they would have an incentive to do their work better, and editors would get a sense whether they should use these referees again.
